Corollary:

Create (add) a topic FILES, and default every (and change them to)
exclude files

TOPICS= FILES
DEFAULT-TOPICS= ALL,-FILES

Let folks know that they can opt-in to FILES

SET listname TOPICS +FILES

Regardless, when you send your attachment, make sure:

SUBJECT: FILES: name / purpose of file

You may need to do a follow msg to the list (excluding the FILES: topic
on the subject line) telling folks how to retrieve it from the NOTEBOOK
(WEB) archives.
