Being a Listserv maintainer (as well as a owner of several lists), I
can give a definate answer on this.
 
The Listserv maintainer's job:
   Make sure the list has a FILELIST available.  This involves editing
   the LISTSERV FILELIST and creating a 'listname FILEID' on Listserv.
   (If you're a Listserv maintainer and are not sure what to do, let
    me know and I'll forward you the instructions I refer too).
 
The Listowner's job:
a) Create a file called 'listname WELCOME'.  Let it say anything you
   want.  Be aware that this file is sent in ADDITION to the standard
   Listserv blurb, so you don't really need to include any of the
   Listserv instructions (unless you feel they need clarifications).
 
b) issue a 'GET listname FILELIST (CTL' to Listserv.  Edit the filelist
  and include your Welcome file.  The line should look something like:
*                             rec               last - change
* filename filetype   GET PUT -fm lrecl nrecs   date     time   File descripti
* -------- --------   --- --- --- ----- ----- -------- -------- --------------
  listname WELCOME    ALL OWN  .    .     .      .        .     Descript
 
c) issue a 'LSVPUT listname FILELIST' to Listserv.
 
d) issue a 'LSVPUT listname WELCOME' to Listserv.
 
 
That's it.
