I got the following error.
   >>> Error X'00000011' opening file
   C:\LISTSERV\LISTS\OPMWEB\OPMWEB.SUBJECTS <<<

What is error "X'00000011'" and Why is the system asking
for a listname.SUBJECTS file.  I don't have such a file for
any of my other lists.  Why here?  What will cause the system
to create this file? Can I create one manually?
