Most of our lists are created by one of our Support Group (Help Desk)
staff using the web interface.  He typically clones an existing list, but
sometimes uses a template (we have altered the templates more
towards our liking).

We don't create many lists, so creation time of a couple of minutes is
not a problem.  Figuring out what the list-owner really wants, and
getting newbies started, takes a significant amount of time.
