This is the correct placement, but the wrong syntax. It has to be a 
valid email address. E.g.

To: Multiple Recipients <[log in to unmask]>

You know, you really ought to take a look at LISTSERV Maestro. It 
would make things easier for you. It's a very easy to use interface 
to the DISTRIBUTE command.  It will take care of all that kind of 
syntax stuff for you. Next thing you know you'll want to send an HTML 
email to your group, and the complexity of the DISTRIBUTE command 
will really get out of hand.
