I know this is probably just a stupid misconfiguration, but whenever I send
an email with an attachment to a list, I want it to be viewable in the list
archives.  However, right now if I click on the link to the attachment I get
the following error:
The archive files could not be accessed, either because the list does not
have Web-accessible archives or because they are being updated. If you know
that the list has Web archives, please try again in about 30 seconds, and
report the problem if it persists for more than a few minutes. The file that
could not be opened is
'/usr/local/apache/htdocs/archives/upload/3160489646739650.tmp' and the
error code was 13.
There is nothing in that upload folder.  I can view the emails, but not the
attachments in the archives.  Thank you in advance.
