It's up to you. If you disallow generic entries which are "too generic",
you solve the problem you mentioned but may not solve the filelist
owner's (other) problems. If you link a filelist to the root, you should
ALWAYS flag it as a filelist, so that a GET command can "edit" it before
sending it. Not linking it anywhere forces the user to specify the
filelist name on any GET request, but isolates other users from the
"wildly generic" entry. Your decision.
