Just a couple of nits to pick...

Not necessarily.  The nickname might refer to a tag defined in a previous
entry in the hierarchy.  If the nickname isn't defined in the current
nodentry, you have to follow the :ref tag to the previous nodentry.  If
it's not defined there, you follow that :ref tag, etc.

Not exactly.  :techinfo is the person to whom technical questions should be
addressed.  :techrep is the tag containing the nickname of the person with
all the power.  :techrep is almost certainly defined in the member entry
(the highest nodentry in the :ref chain hierarchy).
