In go.user (or whatever your system uses):

DIST_ALLOWED_USERS="[log in to unmask] [log in to unmask] [log in to unmask]"

Note that it *does* require a Listserv restart for that - but locally, we have
17 people in that variable and it gets changed all of once every few
weeks/months or so.
