  A hidden  postmaster is  one that  does not  appear on  the HELP  or RELEASE
messages, ie one  that will probably not receive stupid  questions from users.
It only  means that  users have  no way  to know  this person  is one  of your
postmasters, and nothing more.
 
  A 'cc:' postmaster does not have  full privileges. He can create lists, stop
the server, but that's all (or nearly so).
 
  A 'quiet:' postmaster is one that doesn't receive any message from LISTSERV,
unless it is a reply to a request from him or suchlike.
 
So, what you want is probably:
 
postmaster = 'CCMRG@BOSTONU hide: quiet: cc: OPERATOR@BOSTONU'
