Listserv spool file and system slow down

Starting around 10 am today the LISTSERV spool file began filling with 
xxx.job files (currently 165 and climbing). At around the same time 
when accessing the web gui it takes up to 5 minutes for wa.exe to 
process the request of moving from the archives page to the admin page 
or for any page that requires wa.exe. I have stopped/restarted both 
Listserv and LSMTP.

At 10am Listserv log shows and repeats the following
### Files D:\LISTSERV\MAIN\PERMVARS.FILE and/or 
D:\LISTSERV\MAIN\PERMVARS.T1 are in use by another process - will 
retry.

The Listerv Main directory has two permvars files: PERMVARS.FILE and 
PERMVARS.NEWFILE. Both have todays date.

What has a hold on my permvars.file?
