Yes, It appears most (all?) of the posts on this list were HTML; in my tests BOTTOM_BANNER had been fine, but nothing showed up in their messages.  BOTTOM_BANNER_HTML looks to have been introduced in V15.

BOTTOM_BANNER is the template for plain-text messages and message parts,
BOTTOM_BANNER_HTML is the template for HTML messages and message parts.
