The command is  UNLOCK listname

This should not happen if you are editing the List Header via the WWW
interface.  It can happen if you do it by email.  

By email the command is

 GET listname (HEAD

but by default this LOCKs the list so other Owner= cannot make changes at the
same time.  If you use the command

 GET listname (HEAD NOLock

then you get the List Header but the list is not locked.  (This is the command
used by the WWW interface.)

The 2 ways to clear a LOCK are

1.  UNLOCK listname    (if you made no changes)

2.  PUT listname.LIST PW=xxxxxx   (you PUT back the revised Header)

LOCK means the List Header cannot be edited/changed and also that no one can
sub, unsub, or change their email address.  This is not the same as HOLD which
stops messages being posted to a list (for one of several reasons) and which is
cleared by the command  FREE listname .
