Getting Communication Error after network patch Listserv server over the weekend

Hello,

I'm getting the following error since the patch install by our network people over the weekend.


Error during command authentication.

Error - unable to initiate communication with LISTSERV (errno=10061, phase=CONNECT, target=127.0.0.1:2306). The server is probably not started.
Any idea what could be causing this?  We are down until this problem is solved.
