Not absolutely, positively ...
 
It is not a LISTSERV error (at either end), but an accessibility
problem.   This problem coulbe be at either end or somewhere in
between.  Since that non-MX host is NOT responding to PING
and I can NOT run TRACEROUTE (because of my config problem),
my guess is either a router, ISP, or host outage at the "far"
end.
