Yes.  It holds true for any version of Windows.

Port 25 is the standard port for SMTP mail.  Assuming you can configure the MS
SMTP service to run on Port 26, how will other mail servers around the world
know that for your serer only they must use Port 26 (or whatever other prot
you decide to use.  It should be a port > 1024 as all ports < 1024 are
reserved for various uses).
