If the To: field was changed to include all recipients of the mail,
it eliminate one of the main reasons that we are installing LISTSERV
at Ohio State University.
 
Personally, I would not want to read past all of the recipients in the
To: field.   I am interested in seeing a list of the recipients I would
send for a copy of the list.
