My server is stuck in a loop and I have had to stop Listserv. The error log
states

...from <owner(listname)@tr.wou.edu>
  503 Bad sequence of commands

the error is generated for each one of the lists on the server. Stopping
and starting does not end the loop, nor does shutdown/restart.

Is this being caused internally or externally?
