Yup, there are pros and cons to each list configuration and moderator style.

It all depends ... on the nature of your list and subscribers, and the
response/responsive of the moderator(s).

One list that I operate in the "quiet" review mode has thousands of
financial aid administrators subscribed and assorted other F.A.-related
types.  We find that in order to leverage our time (list-owners in the
administration of the list) to the fullest, the quiet moderation works
well. Furthermore, any new subscriber (especially those in the middle of
the night who might decide to spam us) have as their default-option
REVIEW.  We don't feel it necessary to have to explain to them why they
are in moderation mode.

This had been working very well for us for at least five years.

Nevertheless as Adam said, this configuration could be a disaster waiting
to happen on other lists.  List-owning is more art than science.  You be
the judge.
