You just issue it. It works as  per a "SIGNOFF * (NETWIDE" from the user,
requiring postmaster confirmation for  "Validate= All commands" lists. As
for the extra messages you get, they  ought to appear only if the user IS
on the list, which  is not being done by the  "present" version but ought
to be the case with FIX15N2.
