I'm afraid I don't understand how that is supposed to work. Suppose I am
reading postmaster mail (as "[log in to unmask]") on our mail hub and
want to send a message to the postmasters mailing list. Do I need to quit
Pine, re-configure the "from" address as "[log in to unmask]", go back into
Pine, send the message, then quit Pine, re-configure the "from" address as
"[log in to unmask]", and then continue?

Or should I remove [log in to unmask] from the list of site managers in
LISTSERV and add [log in to unmask] In that case, when I get a request to
create a mailing list I would have to exit Pine, configure the return
address as [log in to unmask], etc.

How do other people handle requests for new mailing lists sent to the
postmaster account? Use the Web form exclusively?
