I know of 2 possible LISTSERV type software packages for VAX/VMS.
 
VMSSERV - does file service only.  Accepts command via mail, file, or
          interactive messages.  There are a number of VMSSERV's running.
          Try sending a HELP command to VMSSERV@UBVMSD for more info.
          You can get the source, etc. with the command SEND VMSSERV.PACKAGE
          A mailing list, VMSLSV-L@UBVM is set up for this discussion.
 
MAILSERV - does both file serving and partial list serving.  It only accepts
         comands via mail and is not connected with LISTSERV or any LISTSERV
