Just remember that the following are all different:

1) Forcing them to stay on the list.
2) Ensuring that the mail from the list is delivered to them.
3) Ensuring that the mail from the list is *read* by them.
4) Ensuring that the mail from the list is *understood* by them.

They can (intentionally *or* accidentally) set forwarding addresses,
filter their mail into folders they don't read, and so forth.  And of
course, there's no technical solution for (4).

You probably want to think over the problem (the proposed *solution* being
"force them to stay on the list") and ensure that you're solving the right
issue.  For the list in question, what you propose may suffice, if you in
fact understand the limitations and it fits with what you're really trying
to do.
