There are two possibilities I can think of.

The most obvious is:

Send= Editor,Hold,Confirm,Non-Member

which means: Posts from subscribers will be sent to moderation without requiring confirmation from the sender. Non-subscribers will be required to confirm their postings before the postings are sent to the moderators for approval. Editors will be required to confirm their own postings. (quoted from the online help)

The other is:

Default-Options= Review

and after you set that run the command:  quiet set listname review for *@*
to be sure existing subscribers (if any) also have the attribute set.

You will need the Moderator and/or Editor keywords to identify who does the editorial approval, for either method.
