As far as I can tell, there is no easy way out. I suggest that the admin
send out a netwide delete for ALL his users, setting up the job so that
he gets a reply for every person deleted from every list. Then, after
the changeover, everybody can be readded to the corresponding lists, with
the new address. You can also do this, if you appear as the techrep for
the institution.
 
If I recall correctly the description of the wildcard feature on delete
jobs, the job should go something like:
 
//Cleanup   JOB  Echo=Yes, Reply_To=>admin's address goes here<
Delete *  DD=Names ( Netwide
//Names dd  *
*@WUMS
//Cleanup   EOJ
