Can't access wa.exe

I am attempting to gain access to the wa.exe interface on my listserv box.  I receive  the error below:

Error - template LISTSERV-HOME not found
A configuration error was detected in the CGI script; the LISTSERV-HOME template could not be found.

I am running win2k/iis5 and have put the wa.exe in the scripts directory.  It has read/execute permissions but it seems that it can't find supporting files maybe?  I don't know.  Any ideas?
