Unless your host is somewhere.edu, it should leave the address alone.
The part of the address to the left of the @ is referred to as the
"local part."  It's interpretation is completely up to the host on
the right side of the @, namely somewhere.edu in this case.  The %
convention is not a standard, but rather a commonly used convention.
There are cases where % is used to mean something else.
