This is a possible problem.  With this setting, LISTSERV sends the original
message to the Moderator(s) for approval.  The Moderator typically needs a
special kind of email client to edit the message and remove the "editor's
header" from the message before forwarding this back to LISTSERV.

If instead you used the setting

 Send= Editor,hold,Confirm

then LISTSERV would hold the original message and send a
request-for-approval (with a copy of the message) to the moderator(s), which
allows the Moderator to simply tell LISTSERV it's OK to send the message. No
specail mail client or message editing is needed.  The above applies UNLESS
the message comes from a person listed as Editor=.  Then the confirmation
goes back only to that 1 person, even if you have several
editors/moderators.

This setting is discouraged for non-VM servers.  It probably should be
removed, although it has nothing to do with your approval question.

Monthly might be a better default value for the message archives.  It keeps
the files smaller and easier to handle if this list has any volume of
postings.

Hmmm, your License is valid for the most recent version 14.4 but the build
date of LISTSERV that you are running is very, very old, close to the first
release of 1.8e (I think your version even predates what is now called
14.0).  An upgrade to the more recent version would be suggested.
