Keep in mind that this changed in 14.? so that you can't put a subscriber
on review.  Well you can, but they will not go to the editor for
approval, just get posted.

This was discussed extensively (on LSTOWN-L ISTR).  You might try
searching those archives for "kluge".  Eric made a post explaining its
history and current resolution.
