No, because the network doesn't  generally deliver files in chronological
order. Keeping  track of what  job was held at  what time and  then using
this  information to  put the  queue  back in  the  same order  is a  non
negligible amount  of work,  what with modern  CP's where  spoolid's keep
changing. Most  non-prime-time jobs  are inter-LISTSERV  management jobs,
like  netwide deletes  and  GLOBLIST FILE  updates and  so  on. It  makes
absolutely no difference if they are executed in the "wrong" order.
