Michael, I  agree with you but  it should be understood  that neither you
not me  can speak for the  sites which are  not willing to spend  CPU for
LISTSERV. The problem is not much the DISTRIBUTE job itself, but the fact
that you want it sent to NON-BACKBONE servers as well since these servers
also have lists  (don't dey? :-) ). Then these  non-backbone servers have
to incur some  CPU expenses which they might  precisely find unjustified.
If only backbone servers were affected  I wouldn't be so worried since it
doesn't cost more than a regular  medium-to-large DIST job such as we see
maybe 100 times a day (bless INFO-VAX).
