Maybe the SMTP service at lists.psu.edu is being swamped with traffic.
Check to see if it can be tuned.  Do you have 19 workers on the 1.8d
version?

My spool queue is building since I put 1.8e into production.  I'm currently
running with 19 smtp workers:

SMTP_FORWARD_1="18*lists.psu.edu;POOL=M-"
SMTP_FORWARD_2="lists.psu.edu;POOL=L"
DEFAULT_LIST_POOL="M"

Would running 30 for the first pool help?

On a related question.  Are the mail files in the spool directory processed
fifo or lifo.
