I have 2 problems but in the interest of bandwidth I am sending 1 post.
 
#1  I am looking for a host for a list to deal with arbitration and
    mediation.  There are some private lists (notable on IGC.org) but many
    people do not have access to these private lists.  If anybody is
    able to help me find a host for this list, please e-mail me directly.
 
#2  I am interested in learning more about the way the listserv works.
    (Before you flame me to RTFM, please tell me where the FM is.  I have
    read this group nightly for several months and only follow about 25%
    ofwhat goes on.  I've got all the refcards that I have access to and
    have read the general interest info.)
 
    I'd greatly appreciate some pointers to helpful FAQ's or advice on
    available text's.
