This used to happen each and every time a new PEERS NAMES was sent out at
some sites with a broken XEDIT, or  a broken ESTATE, or whatever. In 1.7d
I stopped using XEDIT for rebuilding the PEERS tables, partly in order to
bypass this problem, and it stopped occurring.  I guess there is a way to
get the same  result even with 1.7d  if you have a power  failure just at
the right time, but I have no time to fix that.
