This won't work.  The problem is that 'lcmd' only queues up the *COMMAND*,
and doesn't know anything about a 'test-l.list' file that may or may not
be in the directory you're in.  lcmd creates a job file and drops it
into the $LSVSPOOL directory, and the main lsv process finds it there.
Since there's ONLY a command, and no list header attached, it concludes
the "attached file" is null, and therefor an attempt to delete the list
(which is what it would have been if it had arrived via e-mail).

Work-arounds:  1) Send via email, 2) create via the Web interface, 3) hack
up the provided 'lcmdx' code to do it.
