Of course, but it isn't easy.  You have to do manually, everything your mail
program would normally do automatically for you to create and encode the
'attachment' into a proper piece of mail.  This means you will need to add to
the basic text message the necessary MIME headers and separator lines, and then
encode (usually in Base64) the 'attachment' (e.g. a Word document).

The best way to figure this out is to send an example text message with an
attachment to a test list and then manually examine the result in the message
archives.
