Legacy unencrypted password records did not contain any case information. When converting to an encrypted password record during the upgrade process, there was simply no way to know what exact combination of upper and lower case the user had initially entered - this information had never been saved. These converted legacy records will match an input password that is either all-lowercase or all-uppercase (bearing in mind that in some countries, keyboards have no lowercase English characters), but will not match a mixed-case password. The best thing to do is to register the password again to discard the legacy record and replace it with a normal one. Barring that, the password will match if entered entirely in one case.
