There are two problems  with that. The first one is  that LISTSERV is not
able to create a mailing list on  its own. Either the mailer or VM itself
has to be told  about the new list, or mail sent to  that address will be
rejected  (this  because  LISTSERV  is  just a  user  that  receives  and
processes mail, and not a set of  routines running in the VM mailer). The
second is that, even if LISTSERV were able to set up the list on its own,
the subscribers would still have to  adapt and subscribe to the new list.
That may not be a problem for small, active working group type lists, but
in the general case this process can easily take a week. If what you want
to do is  discuss specific items outside  of the main stream,  you may be
able  to accomplish  that through  the use  of the  list topics  feature.
Simply define  a new  topic and  inform subscribers  that people  who are
interested should  enable that topic.  The first  time, you will  have to
QUIET SET  * TOPICS=OTHER and add  "Topics= Other" to the  list header so
that  normal subscribers  only see  miscellaneous articles,  and messages
posted under a specific topic only go to people who want to see them.
