Without this  fix, Netdata files generated  by 1.7e are missing  a header
field  which is  required by  TSO/E (but  not VM  or JNET)  for receiving
incoming files.  All sites are advised  to install this fix  as MVS users
will not  be able to  GET files in Netdata  format unless it  is applied.
Users experiencing problems  with release 1.7e servers can  try using the
F=PUNCH keyword to get an IEBGENER-style copy of the file, as a temporary
circumvention.
