Check that you have the appropriate file permissions set for the web
archives.  More specifically for NT, you need to ensure that the
IUSR_machinename account has at least read access to the directories and
files in the web archive.  By default, I think the path is something
like C:\InetPub\wwwroot\archives\; you'll have to check your own machine
to find the correct ones.

One last thing, if you're using 1.8e AND you plan on allowing
attachments into the archives you have to manually create a
sub-directory named 'upload' (without the quotes) under the main
'archives' directory and give the IUSR account write privileges to it.
(This is the only place you need to allow IUSR to actually write
anything to disk.)  It isn't mentioned in the manual but it's used as a
temp area that LISTSERV writes the attachment to when a user wants to
download it from a browser
