Generally it indicates that LISTSERV received a message (to the
listserv@... address) with more than FILEMAXL lines.  It usually
indicates that someone issued a command improperly; some common
causes are a malformed bulk add job and including the body of a
message when approving it for distribution (using the "OK" method).
