It's because LISTSERV  is still receiving delivery errors  for that user,
presumably because of one of these  mailers that keeps telling you for 25
days. LISTSERV can see that the user  isn't on the list, but that doesn't
mean  the error  can be  ignored. There  are many  cases where  the exact
address reported in  the delivery error isn't on the  list, but a similar
address is.
