This works properly on the Unix version.  It is Permanently Broken on the VM
version, due to restrictions in VM and CMS (the inability to deal with null
lines).

Yes.  Personally, I use exmh 1.6.7 with a few additional patches. ;)

This is a Sendmail "feature".  You can either:
 
1) In Sendmail 8.7, you can put an 'ODontExpandCnames' in the sendmail.cf
file. (Note that if you use m4 to generate your .cf file, you should also
fix your .mc file accordingly so you dont lose it the next time around).
 
2) Instead of using a CNAME, use an MX entry instead.  For instance, our
Listserv machine's "official" name is 'ipe.cc.vt.edu'.  We point an MX
entry as follows:
 
listserv.vt.edu.        14400   MX      0 ipe.cc.vt.edu.
 
and added a 'Cwlistserv.vt.edu' line to the sendmail.cf file.
