When you upgrade to 16.0, all lists must be reindexed using the new Unicode index format (exactly how this happens depends on which edition of LISTSERV you have and on some configuration parameters). A digest cannot be distributed until the index is up to date, so if that is not the case, the first thing that will happen during the digest distribution process is to force an immediate full reindex. Normally you would not notice it because indexes are always up to date under normal circumstances, but in this special case it could take a substantial amount of time, perhaps even minutes. You should be able to tell which archive file is blocking the process because LISTSERV prints them to the log one by one.

If you are worried that other files might be corrupted, you could force LISTSERV to reindex right away by sending a command that requires an up to date index, for instance, a SEARCH command. You could make a script sending 'SEARCH sdfjjfldjkfsdkdf IN <listname>' for every list you have. Of course LISTSERV will be pretty tied up while the script executes but you will then be sure that all indexes can reindex successfully.
