I checked the SPOOL directory.  Someone just sent out an email to the list at 11:37, and as of 12:09 there are 3,113 files in the SPOOL directory with .MAIL suffixes, all with today's date 2/7/2013.

I don't see an SMTPSVC directory.  Is it on the Listserv server?

Also check that there are no issues with the SMTP process on the mail
relay used by Listserv.  If it is having problems with incoming
connections that will cause mail to back in the Listserv outbound queue.
