Is the list really supposedto be moderated for non-subscribers?  for subscribers? If not, then Rich's
advice really makes senseespecially if the owner needs to approve(the addition of) new subscribers.
If the owner does not need to approve new subscribers, then append to Rich's advice:

DEFAULT-OPTIONS= REVIEW

No need to set existing subscribers to REVIEW -- just the new ones.
