In order to use an ampersand in any LISTSERV template you imperatively
must double it.  For instance to render "D&O" you must have "D&&O" in
the template.  That is because "&" is a reserved character in a template
(it signifies a variable name, ie, &LISTNAME).

This is documented in the template documentation...
