Error 13 is almost always a permissions error.  Meaning probably that lsv_amin
does not have the privileges to write to the ~/listserv/spool directory.  This
probably means that the copy of lsv_amin pointed to by /etc/aliases MUST have
permissions 4755 and it MUST be owned by user 'listserv'.
