You might want to take a look at the LISTSERV(R) List Owners manual
at http://www.lsoft.com/manuals/owner/owner.html
The second chapter, "Starting a Mailing List -- The Basics"  has some
good information. It is specific to LISTSERV(R) of course, but  some
of it is general and may be a good starting point.

(Note that I do work for L-Soft, so perhaps I'm biased, but I really
do think LISTSERV is the best list software around :-)
