I use this template for BOTTOM_BANNER.

Use of L-Soft's LSMTP mailer (for electronic mail-merge) is _REQUIRED_ in all
cases for this to work.  Add this line

 Mail-Merge= yes

to the List Header.  Then the  &*TO;  will be substituted with each
recipient's address-as-subscribed.  Note this can slow down mail delivery
somewhat and will definitely increase bandwidth usage by a goodly amount.
